Monica Farrow – Founder

Monica Farrow is the Founder and President of the public affairs firm Society Hill, LLC. Society Hill offers a range of services for public and private sector clients. The firm manages diverse assignments within various economic sectors, including energy, health care, government, and technology. Additionally, Monica utilizes her wide-ranging experience and unique skills with other firms to develop creative strategies and provide intense operational oversight, helping clients consistently achieve their objectives.  

Monica’s political career began in 2005 as a legislative aide in the office of Congressman Patrick McHenry of North Carolina. Subsequently, she has worked for notable public affairs/consulting firms such as The Stewart Group, serving as CEO, Americans for a Balanced Budget, Executive Director, and DCI Group. She has accumulated several decades of experience working in the political arena and more than thirteen years in public affairs on both the state and federal levels. Monica’s extensive experience in politics and business allows her to provide valuable client insights. Monica earned a Bachelor of Arts in Political Science from Auburn University, a Master of Science in Management and Leadership from Coker University, and a Master in Government from Johns Hopkins University. Born in Columbia, South Carolina, and reared in Atlanta, Georgia, Monica has pursued her career in Washington, DC, Tennessee, and North Carolina. Monica serves as Secretary on the Tennessee Polk County Industrial Economic Development Board and is a Political Science Adjunct Professor at Georgia Military College. 

Mike Talboy – Advisor

Mike Talboy offers more than 20 years of cross-functional executive leadership in both the legal and political arenas. He most recently served as the first Director of Government Affairs at a multi-national firm developing and implementing the firm’s internal and external government affairs group for Local, State, and Federal government interaction, as well as strategically establishing client government relations and lobbying strategies.

As the former Minority Leader in the Missouri House of Representatives and practicing attorney he has become a trusted advisor to various elected officials of both parties ranging from city to federal government positions.  Throughout his professional career, Mike helped clients broaden access to government, find new business ventures and support current business relations, while continuously helping with any legislative issues that may present themselves.

Matthew Hunter – Advisor

Matthew Hunter has over two decades of experience as a senior government official, a policy advisor, manager, and a strategist. He has served as a: Deputy Assistant Secretary; Assistant Deputy Secretary; a state director, deputy chief and chief of staff for a U.S. Senator; senior advisor to the Chairman of a national political party; deputy chief of staff and White House liaison at a US cabinet agency; and an associate political director in the White House.

Prior to joining Society Hill, in September 2023, Matthew was a Senior Director at IEM a government contracting firm based in Morrisville, North Carolina. Prior to IEM Matthew served as the Deputy Assistant Secretary for the Employment and Training Administration (ETA) at the US Department of Labor (DOL), managing a portfolio of operational divisions including, the Office of Policy Development and Research, the Office of Contracts Management, the Office of Grants Management, the Office of Management and Administration, and the Office of Finance and Budget. 

Prior to DOL, Matthew served in the US Department of Housing and Urban Development’s  (HUD) office Community Planning and Development overseeing CDBG and CDBG-DR reform while working with the disaster and mitigation teams; and as the Assistant Deputy Secretary for Field Policy and Management (FPM), managing the 10 regional administrators, the 65 offices and 450 employees well as the Davis-Bacon and Labor Standards Office and Section 3 policy teams.

Hunter received his Bachelor of Arts in history from the University of the South in Sewanee, Tennessee and holds a Masters in International Business from the University of St Andrews in Scotland.  He is an avid fly-fisherman, golfer, outdoorsman, and traveler.
